Our firm provided construction management services for interior construction of the Foley Square federal courthouse located in the heart of downtown Manhattan. This 900,000sf courthouse complex consists of a 27-story tower rising above a nine-story base and accommodates 710 employees. The facility supports the daily activities of the courts and contains 43 courtrooms, 43 judges’ chambers and related support space for the District and Circuit Courts as well as the U.S. Marshal Service, 29 district judge courtrooms, 14 magistrate judge courtrooms and a special purpose court for ceremonies.

The courthouse, clad in traditional beige stone and rising to a summit of 457 feet, stands as a leading example of a well-designed and community-integrated municipal building. The facility now contains a 10,000sf cafeteria and kitchen for employee and general public use, with a seating capacity of 275. A private dining facility, an 8,000sf library, a 7,500sf training center and two fitness centers (each 2,000sf) are also available for the use of the courthouse Judges.

Interior finishes consist of extensive millwork, which include pilasters, and classical and traditional columns and paneling. Also, dedicated pathways for electrical, data and voice communication systems were included to accommodate the installation of sophisticated audio/visual systems in each courtroom.

Structure Tone successfully implemented various government compliance initiatives including SBE\MBE\WBE and ICIP programs. Structure Tone awarded over 70 contracts totaling more than $66M to SBE/MBE/WBEs. Our organization exceeded the 6.9% WBE/MBE and 30% SBE Federal mandate for participation of minorities. We awarded 21% to WBE/MBE firms and 44% to SBE.The United States Small Business Administration presented Structure Tone with an award in recognition of our organization's success in providing maximum subcontracting opportunities to SB/SDBS. Historically, this award has only been presented to 2.0% of contractors on Federal projects.

Advanced and Efficient Systems

The mechanical and electrical systems were designed to be flexible, simple to operate, energy efficient, and to offer a high degree of space comfort and indoor air quality. High efficiency electrical refrigeration machines generate chilled water for distribution to floor-by-floor variable air volume (VAV) air handling units. Low temperature supply air is distributed to VAV fan powered terminal units, which— through the induction of above-ceiling plenum air—incorporate a heat recovery feature. Additionally, the refrigeration system installed includes water-side economizer for energy conservation.

Safe and Secure Facility

Our team is well aware of heightened security measures and systems required in a government facility such as Foley Square. Of the six elevator banks that feature 26 state-of-the-art cabs, three are designated for the use of judges, while another bank of three is for the exclusive use of the U.S. Marshals for securely transporting prisoners. Structure Tone meticulously adhered to the US Marshals' guidelines for courthouses, and oversaw the installation of high technology security devices including a card reader access control system, CCTV, duress alarms, electrical door locks for holding cells and other secured spaces, a motion detection system and a stand-alone security system for the US Attorney's Office.
